Jack Chang
Senior Advisor
Jack serves as the interim Senior Advisor to Commissioner Baker. He is assigned to energy and transportation proceedings. Previously, he served as Senior Advisor to former CPUC Commissioner Genevieve Shiroma. Prior to that Jack served as the Senior Hydrogen Analyst in the California Public Utilities Commission’s Energy Division where he worked on the Southern California Gas Company’s Angeles Link hydrogen pipeline proceeding application. Before that, Jack worked on ratepayer-funded research, development, and demonstration programs in the gas and electricity sectors. In the first part of his career, Jack worked as a journalist for 20 years in California, Latin America, and China. Jack grew up in Southern California and earned a bachelor’s degree in English and two master’s degrees, one in energy and resources and the other in public policy, all from UC Berkeley. Jack has a third master’s degree in journalism from Northwestern University and also a master’s in fine arts from UC Riverside.
